Beyond Schopenhauer, I believe that "very coarse minds" take a pleasure, find a NECESSITY in a certain level of noise and can't stand silence. Neighbor just put on very loud R&B wretched tune and then when it stopped he started to hammer his walls, I believe, for no reason

Posting Schopenhauer classic essay On Noise in full, it is short very good essay that will always remain true, about how noise destroys thought and the destructive PEASANTS who make a clang. Of course modern cities are worse now with construction
